I've come across projects such as this, infact Device.ScreenCapture offers newer approach and better compatibility but still not cross-platform.

Still waiting for the PHP Class that could open webcam on Win/IOS/Linux

We are working over the Javascript for Webcam. Soon we will complete it and share the work with you.

PHP cannot access the webcam directly.
